eLearning is the electronic industry for modern times represents a quantum leap in e Learning and the means to solve many of the players problems accumulated over the past years and most complex large number of students who want to enter universities However, the entry in the arena of electronic e Learning faces many challenges, the most important of these challenges are the product of electron content of the decisions according to the quality standards while respecting the intellectual property rights of others.
For that sought the Ministry of Higher e Learning to establish 17 center for the production decisions of electronic government universities in Egypt, the following objectives:

• Development of human cadres capable of producing electronic decisions
• Spreading the culture of e-learning
• Capacity development of faculty members at universities in transforming decisions to the decisions of electronic
• Making decisions commerce in all areas of study for university students through the Internet
• Evaluate the academic performance of students during exams online
